Radon Testing Before an Iowa Basement Remodel: A Scope-Coordination Guide

When to test for radon before and after an Iowa basement remodel and how to coordinate the result with a bounded construction scope

If your Iowa home does not have a current radon result, test before you finalize the basement or lower-level remodeling scope. The result may create coordination requirements that belong in the project plan before walls, flooring, built-ins, or other finishes make changes harder to access. If the work changes relevant lower-level conditions, plan a follow-up test under current Iowa guidance after the home has returned to the conditions required for testing.

Use the radon result before the construction contract is final

A basement plan usually settles questions about room use, partitions, flooring, storage, lighting, utilities, and access. A radon test answers a different question: what is the home’s measured radon level under the test conditions?

The Iowa Department of Health and Human Services radon guidance says testing is the only way to know a home’s radon level and advises Iowans to test. When there is no current result, testing before the construction scope is fixed gives the homeowner time to follow the state’s next-step guidance and bring any specialist requirements into the remodel conversation.

That does not mean a remodeler should interpret the test or design a mitigation system. It means the project should not cover, relocate, or make inaccessible a condition that a credentialed specialist says must be addressed.

A practical sequence is:

  1. Test early enough to receive and understand the result before the remodel scope is final.
  2. Follow current Iowa guidance on whether another measurement or a credentialed specialist is needed.
  3. Ask the specialist to put any construction-related requirements in writing.
  4. Add those requirements, responsibilities, and exclusions to the remodeling scope.

What Iowa’s 4 pCi/L action level does, and does not, decide

Iowa HHS identifies 4 picocuries per liter, written 4 pCi/L, as the radon action level. The same guidance says a decision to mitigate should not be based on a single test result.

For a homeowner planning a remodel, those facts support a pause and a defined handoff. A result at or above the action level should be handled according to current Iowa guidance. It does not, by itself, tell a remodeling contractor which device to use, where to place it, how long to test, or what mitigation system to install.

The remodeler’s useful question is narrower: has the testing or mitigation professional identified a requirement that affects the construction scope? If the answer is yes, the scope should state exactly what the remodel must preserve, expose, avoid, or coordinate. If the answer is not yet known, the contract should not pretend that it is.

Avoid language such as “radon addressed” or “radon safe” unless a qualified party has defined the work and the responsible party can truthfully stand behind that statement. A remodel cannot guarantee a future radon level.

Separate testing, mitigation, and remodeling responsibilities

Clear ownership prevents gaps. Before work begins, record who owns each decision and what document will close it.

The table is not a substitute for project-specific advice. Its purpose is to stop one contractor’s proposal from silently absorbing work that belongs to another professional.

Identify the lower-level conditions the remodel will touch

The need for coordination depends on the house and the planned work. It deserves an early conversation when the remodel may change or cover parts of the foundation or slab, a sump or other lower-level opening, air-sealing conditions, ventilation, or future access to specialist work.

Walk the proposed project area before demolition and make a simple interface list. For each relevant condition, record:

  • what exists now;
  • what the remodeling plan would change or cover;
  • whether testing or specialist review is still pending;
  • any written requirement supplied by the specialist;
  • which contractor owns the related work; and
  • what must remain accessible after finishes are installed.

Do not turn the list into a diagnosis. A crack, opening, sump, or ventilation change does not tell a homeowner the radon level. The list only makes the construction interfaces visible so the appropriate specialist can address the radon decision and the remodeler can address the building work.

Put coordination requirements into the written scope

Verbal coordination is easy to lose once several people are involved. A useful remodeling scope should translate specialist direction into specific construction language.

For example, instead of saying “coordinate radon as needed,” the scope can identify a location that must remain accessible, a finish that will be installed only after another party completes defined work, or an opening that must be handled according to a supplied specialist detail. It should name who supplies that detail, who performs each task, and whether the related work is included or excluded from the remodeling price.

The scope should also record unresolved items. If the homeowner is waiting for another test or a mitigation evaluation, state that the associated construction detail is pending rather than filling the gap with an allowance that has no defined basis.

Before signing, check that the project record includes:

  • the most relevant test date and result;
  • any required follow-up measurement or specialist evaluation;
  • the lower-level conditions the remodel will touch;
  • written specialist requirements that affect construction;
  • access or sequencing that must be preserved;
  • responsibility for each related task;
  • explicit exclusions for measurement and mitigation services not provided by the remodeler; and
  • ownership of post-work testing.

These details make estimates easier to compare because each bidder is pricing a more consistent construction boundary.

Plan follow-up testing after relevant lower-level changes

The pre-remodel and post-remodel tests serve different decisions. The earlier result informs planning. A later result checks the home after relevant conditions have changed.

If the project changes the foundation, slab, sump, lower-level air sealing, or ventilation, plan for follow-up testing after the home has returned to the conditions required by the current testing method and state guidance. The correct timing, device placement, duration, and interpretation are not universal construction rules. Confirm them with current Iowa guidance or a credentialed measurement professional.

Keep the before-and-after records with the project documents. That creates a clearer account of what was measured, what construction changed, what specialist work occurred, and which question remains open. If the planned remodel does not touch the listed conditions, do not assume that follow-up testing is either unnecessary or automatically required; ask the appropriate testing professional.

Questions to take to each conversation

Ask the testing or radon professional:

  • Is the available result current and suitable for this decision?
  • Does current guidance call for another measurement or mitigation evaluation?
  • Does the planned work affect the testing or mitigation plan?
  • What locations, clearances, access, or sequencing should be documented for the remodeler?
  • What follow-up testing conditions should be planned after construction?

Ask the remodeling contractor:

  • Which foundation, slab, sump, air-sealing, ventilation, wall, floor, or access conditions will the project touch?
  • Where will finishes limit future access?
  • How will written specialist requirements be incorporated into the scope?
  • Which related tasks are included, excluded, or assigned to another contractor?
  • What decision must be complete before construction reaches the affected area?

The answers should meet in the written scope. They should not be blended into an unsupported promise that the remodeler owns radon services.
